The environmental impact assessment known as the framework for this development project has been drawn up to serve as guide for preparing a master plan and other detailed plans for development of a new city called "Development Plan for Angkor New City," which is situated along National Route 67 and in three communes _ Srae Noy commune, L'vea Kraing commune and Prasat commune of Varin district, Siem Reap province. The location is about 40 kilometers north of Siem Reap provincial town.

The purpose of this framework or report is: a – to promote the best and consistent approach to developing the city; b – to provide guidance for effective development of policy/strategy and other programs; and c – to give direction for investors to achieve their outlook and goal in developing the new city.

The framework is to define major objectives necessary for developing the city and realize all programs, including:

Objectives

  • links between development of the city and the national context of development and socio-economic aspect;
  • outlook and goal of development of the city;
  • key principles for developing the city;
  • plan for developing spaces and zoning of development;
  • major programs that support work in developing the city;
  • management of land currently in use for developing the city;
  • phase-by-phase development plans;
  • organization of institution for general management; and
  • inspection and follow-up on development of the city.
