AREA UNDER JOINT MANAGEMENT SCHEME

As already described. natural resources in the local area have been severely degraded due to overexploitation and use by local communities which are taking place in an environmentally unsustainable fashion. Presently. the Banya Group Co.. Ltd. has proposed a development plan to convert the area into a sister city to serve socioeconomic and tourism industry sectors. Therefore. under this proposed development framework. an extra area of 3.000ha has been included and placed under a joint management scheme. This area is comprised of:

  1. 507.06ha for Inner City Green Spaces;
  2. 956.81ha for Forestation and Reforestation;
  3. 272.74ha for Fruit Tree Farm;
  4. 219.24ha for water reservoir;
  5. 1.044.20ha for the construction of road networks in the city.

INSTITUTIONS INVOLVED IN JOINT MANAGEMENT SCHEME

In order to ensure that the development plan of the area under the joint management scheme is implemented with high effectiveness according to the land use plan and projects identified. a number of relevant institutions need to be involved. These include the Ministry of Agriculture. Forestry and Fisheries (MAFF). the Ministry of Environment (MoE). the Ministry of Public Works and Transport (MoPWT). the Ministry of Land Management. Urban Planning and Construction (MoLMUPC). local authorities. and investors.

Ministry of Agriculture. Forestry and Fisheries (MAFF)

MAFF. an executing agency representing the Royal Government of Cambodia. is responsible for the management and monitoring of the implementation of the development projects by the investors. This ministry will serve as chair of the Project Joint Management Committee. Its roles and responsibilities are as follows:

  • Lead the implementation of the development projects;
  • Examine and approve all the detailed work plans of proposed development projects;
  • Provide agricultural technology to the investors and people who perform forest cover rehabilitation tasks. and practice urban agriculture;
  • Participate actively in the preparation of forest cover rehabilitation plan and in the promotion of urban agriculture;
  • Monitor and evaluate the implementation of the project work plans; and
  • Perform other roles as necessary.

Forestry Administration (FA) is a technical arm of MAFF that. in behalf of MAFF. will be playing a key role in the development project.

Ministry of Environment (MoE)

MoE plays a key role in providing technical advice concerning environmental management and will cooperate closely with MAFF and FA. This ministry has roles and responsibilities as follows:

  • Participate in the examination and approval of the detailed work plans of the development projects;
  • Examine and approve environmental management plans covering liquid and solid waste management. management of transportation means that emit pollutants into the atmosphere and other activities that may do harm to the environment;
  • Examine and approve detailed structural designs for sewage treatment plant and solid waste dump;
  • Participate in the joint management of solid waste dump and liquid waste discharged from the City; and
  • Provide investors with technical advice concerning the implementation of environmental management plans.

Ministry of Public Works and Transport (MoPWT)

MoPWT plays a key role in providing technical advice on infrastructure development works and will work closely with MAFF and FA. Its roles and responsibilities are as follows:

  • Participate in examining and approving detailed work plans for all proposed development projects;
  • Examine and approve detailed structural designs for clean water treatment and water reservoir. and road and sewage systems; and
  • Provide investors with technical advice concerning the implementation of all infrastructure development plans.

Ministry of Land Management. Urban Planning and Construction (MoLMUPC)

MoPMULC plays a key role in providing technical advice concerning city development and construction works. Its roles and responsibilities are as follows:

  • Determine the legal procedures for urban and land management for area under the joint management scheme;
  • Examine and approve all development plans. urbanization plans of the project. detailed structural and architectural designs of facilities to be built;
  • Formulate rules and regulations specific for the management of the project area under join management scheme;
  • Provide investors with advice and technical assistance concerning urbanization plan and construction; and
  • Perform other roles as necessary.

Local Authorities

This development project is located in Varin district. Siem Reap province. All levels of local authorities will coordinate and cooperate to facilitate a successful implementation of the project. Their roles and responsibilities are as follows:

  • Cooperate closely with investors toward achieving the goals of the development project;
  • Provide security and create favorable environment for investors during the implementation of the development project; and
  • Perform other roles as necessary.

Investors

Investors are the owners of the development project who invest their resources in this project covering the construction of the City. rehabilitation of forest cover and ecological systems. and development of urban agriculture models. The investors have the following roles and responsibilities:

  • Prepare development project proposal and detailed plans for each development component such as city development master plan. forest cover and ecological systems rehabilitation plans. and urban agriculture development plan;
  • Based on the city development master plan. prepare detailed architectural and structural designs for all buildings. facilities. and complexes to be built in the project area;
  • Ensure that adequate resource is mobilized for the investments;
  • Mobilize reliable investors in order to ensure a successful implementation of the development project;
  • Ensure that adequate resource is made available for the implementation of forest cover and ecological systems rehabilitation plans. and urban agriculture models; and
  • Perform other roles as necessary.
