OBJECTIVE

M&E is deemed essential for ensuring that the objectives and goal set within the framework of this proposed development project are actually achieved. It is therefore crucial that an effective M&E system is established to track the progress of the project implementation.

Overall objective of M&E is to assess the progress made within the set timeframe so as to determine (1) whether or not the project has achieved its objectives and goal; and (2) whether or not the development project is being implemented smoothly according to the approved plans. The M&E shall be performed by two types of agents including internal M&E agents and independent M&E agents.

INTERNAL M&E

Internal M&E agents of the Joint Management Committee as provided for in Chapter 4 should be created to monitor the progress and various impacts made by the project during the course of the project implementation. Internal M&E shall be carried out quarterly and the reports shall be submitted to the Join Management Committee for scrutiny and obtaining recommendations necessary for correcting the development process.

INDEPENDENT M&E

To ensure an objectivity of the M&E exercises. an independent institution should be contracted by the Joint Management Committee to perform the M&E tasks to track the progress made by the development project implemented in the area under the joint management scheme. as well as the whole city. All expenses incurred in conducting independent M&E exercises shall be shouldered by the investors. The independent M&E exercises shall be conducted quarterly and its reports shall be submitted to the Joint Management Committee for scrutiny and endorsement.

M&E INDICATORS

Key indicators set are as follows:

  • Perfection of the project implementation process
  • Number of detailed work plans for all projects
  • Solutions to lands. currently used and owned by the population. being affected by the project
  • Percentage of progress of civil works
  • Percentage of progress of construction works
  • Percentage of progress of the implementation of ecology rehabilitation plan
  • Percentage of progress of the implementation of urban agriculture plan
  • Number of households participating in urban agriculture activities
  • Number of households settling down in the constructed City
  • Number of investors participating in the investment activities in areas under development
  • Other indicators shall be added. when necessary. to ensure a realistic M&E exercise.

M&E METHODS

A few simple methods to be adopted for conducting M&E exercises are presented below.

Key Informant Interviews

Relevant concerned stakeholders to be involved in the interviews so as to obtain information concerning progress made and problems encountered by the project include (a) investors; (b) representatives from concerned ministries.agencies involved in the joint management scheme; and (c) people purchasing houses or plots of land within the City.

Group Discussions

When any problems occur. focused group discussions involving women groups. workers working for the project. beneficiaries. and those whose benefits affected by the project will be held to discuss the impacts and benefits resulting from the project implementation.

Direct Field Observations

The selected independent institution responsible for conducting the M&E activities for the project implementation shall make field visits to the project site in order to assess the progress status of the project. For verification purposes. a list of key indicators should be prepared prior to the conduct of the visits.

REPORTING

The quarterly reports shall be prepared by the independent M&E institution and submitted to the Joint Management Committee for scrutiny and necessary measures. The reports should contain the following key points:

  • Description on the progress of the project versus the approved plans
  • Identification of problems and challenges
  • Provision of relevant recommendations necessary for addressing the identified problems and challenges
